Clear Glass Decanter With Ornate Silver Design & Rim-Monogrammed

Look at this beauty!!  Featured is an exquisite clear glass decanter with silver overlay. It has a very classy ornate design throughout, and would make a great addition to any space.  I believe this design to be sterling, however, many of the marks have become obscured.  Some of the markings I can see looks like someone carved  c 299-34E.  It also has what appears to be a swan, then an A, and a crescent moon with a sword going through it, and 3108-1.  If you may know what these symbols mean, any information is greatly appreciated.
Please look at all photos for reference as it is part of the description.  This item is used and is being sold "as is".  It has minor surface scratching/stains consistent with wear, but in overall excellent condition.
